Intelligence Paper Series

Congress Intelligence Unit Intelligence Paper Series

The Intelligence Paper Series is a collection of original research publications produced by the Congress Intelligence Unit to examine the structural evolution of the international meetings industry.

Rather than commenting on individual events or short-term market developments, the series investigates the long-term forces shaping destination competitiveness, congress policy, governance and international association meetings.

Each paper addresses a specific research question through evidence-based analysis and strategic interpretation, providing independent insights for destination leaders, public institutions, convention bureaux, researchers and industry professionals.

Together, the papers contribute to a growing body of knowledge designed to support informed decision-making and encourage a deeper understanding of the international meetings industry.

Research Methodology

The Intelligence Paper Series adopts a research methodology based on the critical interpretation of internationally recognised data sources, institutional documentation, academic literature and long-term market observation.

Rather than relying on rankings alone, each paper combines quantitative evidence with qualitative analysis to identify the structural factors influencing the evolution of the international meetings industry.

Whenever appropriate, methodological notes are included to explain data sources, analytical criteria and the rationale supporting the conclusions presented.

Data Sources

The Congress Intelligence Unit selects data sources according to their suitability for the specific research question under examination.

For analyses concerning the overall evolution of the international meetings industry, preference is given to datasets capable of representing the broadest possible universe of international meetings.

Methodological notes accompanying individual papers explain the rationale underlying the selection of data sources adopted in each study.

About the Series

The Intelligence Paper Series is published on an ongoing basis.

Each paper is assigned a sequential number and may address different aspects of the international meetings industry, including destination competitiveness, governance, scientific leadership, congress policy, market intelligence and emerging strategic trends.

Although each publication is self-contained, all papers contribute to a coherent long-term research programme developed by the Congress Intelligence Unit.

Beyond the Rankings

How National Congress Systems Shape Long-Term Competitiveness in Europe

What do annual congress rankings really tell us?

Using the UIA International Meetings Statistics Report 2025 as its starting point, this paper moves beyond league tables to investigate the structural forces shaping competitiveness across Europe. It introduces the concept of the national congress system as a strategic framework for understanding why some countries achieve sustained leadership in the international meetings market.
